Deputy Town Manager/CFO

Scott McCarty received a B.S. from the University of Redlands and is a CPA.  He has worked his entire career in public service for local governments since graduating college in 1989.  He currently serves as the Deputy Town Manager/CFO for the Town of Queen Creek – where he has worked since 2015.

Over the span of his career, he has served in financial leadership roles for seven local municipalities in Arizona and Washington State.

He served a four-year term on the Government Finance Officers Association’s Committee on Retirement and Benefits Administration.

In 2015, he served as the chair of the Arizona League of Cities and Towns’ Task Force on public safety pension reform.  The purpose of the Task Force was to evaluate the statewide defined-benefit pension plan for public safety personnel (the Public Safety Personnel Retirement System –PSPRS).  The Task Force produced a final report (the Yardstick) which evaluated the shortcomings of the existing system and recommended elements that should be included in reform legislation.  Hence, the reference to the Yardstick.  It served as a way to measure reform proposals from the various stakeholder groups.  To the credit of the Task Force, most of all the recommended elements from the Yardstick were included in the reform that was approved by the legislature which took effect July 1, 2017.

In 2019, Scott was appointed to serve a five-year term on the PSPRS Board of Directors.  In 2020, he was elected chair of PSPRS and currently serves in that role.  He is a frequent speaker at pension conferences, both in Arizona and nationally.

Dan Olsen has been with the Town of Queen Creek since 2016 where he currently serves as the Deputy Finance Director overseeing the Town’s budget, accounting, and procurement functions. Dan received an M.S. in Accounting from Brigham Young University in 1995. He has been a CPA in Utah since 1997 and a CPA in Arizona since 2019.

Dan has worked his entire career in public service for state and local governments since graduating from college. He has been involved in multiple new and refinancing debt issuances for various capital projects including libraries, water systems, roads, fire stations, improvement districts, recreation facilities, and parks.

Prior to Queen Creek, Dan spent two years as the Director of Financial Services for Rio Rancho, New Mexico, Before that, he served 11 years as Comptroller for Weber County, Utah and eight years at the State of Utah in various finance, accounting, budgeting, and auditing roles.
